Job Overview

The NYRA Director, Security Operations and Surveillance is responsible for managing the day-to-day operation of NYRA’s Surveillance Department and Security Operations Center ensuring the safety and security of our facilities, employees, and visitors. This position manages and provides oversight of investigatory staff and surveillance personnel. The Director of Security Operations & Surveillance is a key member of the Security Department charged with ensuring that NYRA’s facilities, employees and assets are always protected.

In addition, this position is responsible for the development, implementation, and administration of all department protocols and training. The role responsibilities also include an ability to identify security deficiencies and proactively recommend mitigation strategies to close identified gaps and to ensure that all duties are performed within the guidelines of NYRA’s policies and procedures, Internal Control standards, New York law and New York State Gaming Commission regulations.

Essential Functions

Responsible for overseeing the deployment of NYRA’s first Security Operations Center at Belmont Park consolidating all property security monitoring and response into an industry-leading SOC.
Supervise, monitor, and evaluate all direct reports and surveillance personnel to ensure they successfully perform routine daily, weekly, and periodic duties.
Oversee the monitoring of company property to identify potential criminal behavior and ensure employees and company operations adhere to standard operating procedures, internal control standards, and any other federal or state regulations.
Develop, update, and implement policies and procedures in line with industry best practices and regulatory requirements.
Organize, plan, and supervise investigations and direct investigatory team to execute duties as required within the Security Department.
Establish and implement schedules and work assignments for all direct reports and surveillance personnel. Proactively monitor and adjust schedules to accommodate holidays, weather conditions, and call-out trends to ensure security standards are met as well as overtime performance standards are maintained through effective scheduling.
Maintain attendance, behavior, and performance standards by taking timely corrective measures for unsatisfactory performance, inappropriate behavior, lateness, excessive callouts, and no call/no show occasions, etc.
Interface with labor entities to ensure positive labor relations.
Ensure qualified candidates are continuously recruited and interviewed by supporting Recruiter(s) in interviewing new hires when necessary, ensuring compliance with licensing, and by providing training and schedules immediately upon officers’ completion of onboarding.
Monitor the daily operations of all monetary operations and transactions throughout the property including but not limited to cash accepting machines, gaming vouchers, coupon redemptions and guest payouts.
Responsible for the detection of cheating, money-laundering, theft, embezzlement and other illegal activities within the property.
Responsible for the video surveillance of activities in the count room, cage and money room and the video recording of movements of cash and cash storage boxes.
Organize routine random surveillances and audits surveillance as required.
Work with Security team to resolve problems and disturbances.
Ensure all members of the Surveillance Department are highly proficient with all policies and values standards of NYRA; understand their responsibilities with respect to discrimination, harassment, and profiling; and know how to carry out their responsibilities in a manner that actively values equity, diversity, and inclusion.
Develop and conduct ongoing skills training to ensure surveillance department employees remain current on surveillance techniques, best practices, and emerging threats.
Oversee company-wide implementation, adoption and adherence to a centralized incident reporting solution.
Manage access control procedures and assist in monitoring building entry throughout NYRA properties.
Perform monthly walk-through to inspect operations at all facilities, including all major building systems.
Ensure all surveillance employees are trained in all necessary software and on the time and attendance recording system.
Maintain professional appearance and behavior.
Produce weekly, monthly, quarterly, and annual progress reports.
Ensure compliance with all Federal and State laws and the rules and regulations of the New York State Gaming Commission.
Maintain a strong personal working relationship with local and State law enforcement members.

Qualifications

Education (minimum):
Bachelor’s degree in Security Management or a related field.
Experience:
Minimum of 5-10 years of experience in a leadership
