Position Summary

The Manager of Emergency Preparedness (EP) is responsible for overseeing the development, implementation, and maintenance of a comprehensive emergency preparedness framework across University Health Network’s (UHN) many sites to ensure the safety and security of staff, patients, visitors, and facilities. Reporting to the Vice-President of Medical Affairs and working in collaboration with the Medical Lead, the manager will oversee the operations of the Emergency Preparedness team and will lead cross-functional projects across various departments. They will ensure familiarity and adherence to emergency response principles across UHN sites and coordinate with various departments to create response plans, conduct training and manage resources to effectively respond to emergencies and disasters. They will strive for continued improvement of program functions. The ideal candidate will have strong leadership skills, extensive knowledge of emergency management, experience in project management and excellent communication abilities.

Duties

Oversee the development, implementation, and maintenance of comprehensive emergency preparedness policies and plans across UHN sites.
Coordinate and maintain relationships with local, provincial and federal partners and agencies.
Oversee UHN’s Incident Management System (IMS) and provide direction and regular training to UHN’s leaders
Serve as a liaison with partner hospitals, Ontario Health, and the Ministry of Health
Collaborate with hospital leadership and departments to effectively integrate emergency management principles into hospital operations and strategy.
Conduct risk assessments to identify hazards/vulnerabilities and oversee the development of realistic and achievable mitigation strategies.
Work in collaboration with the organization to identify areas of vulnerability and develop innovative, high-yield, organization wide training and drills.
Work in collaboration with stakeholders, program leadership and EP staff to guide the strategic direction of Emergency Preparedness at UHN.
Ensure the achievement of desired program goals and objectives for optimal outcomes.
Continuous evaluation of the effectiveness of program functions with implementation of innovative solutions to promote continued improvement.
Stay current with industry standards and best practices in emergency management
Collaborate with departments and leaders to ensure familiarity with emergency response principles.
Support the organization and leaders during response and recovery from major incidents affecting operations.
Ensure compliance with all relevant emergency preparedness regulations and accreditation standards.
Oversee the procurement and maintenance of emergency preparedness resources and equipment across UHN sites.
Regular reporting to senior leaders on the status of the emergency preparedness program and/or relevant updates regarding key initiatives.
Maintenance of detailed records of training, drills, incidents, and program activities
Lead the operations of the EP team, including but not limited to the scheduling of staff, assignment and review of staff duties, and evaluation of staff performance in collaboration with Medical Lead.

Qualifications

Bachelor’s degree in Emergency Management, Public Safety, Healthcare Administration, or related field. A Master’s degree is preferred.
Minimum of 5 years in emergency management preferably within a healthcare setting, with at least 4 years in a leadership role.
