Responsibilities:
Provides subject matter expertise to support program planning for the provincial EIV and implementation planning for the provincial EI-VNA initiatives.
Provides subject matter expertise in requirements elicitation, analysis, validation, and documentation activities for the EIV by working closely with business stakeholders, subject matter experts, and technical teams to understand business needs, user expectations, and solution impacts.
Provides subject matter expertise in the development and maintenance of clear, structured business and functional requirements, use cases, process flows, and supporting artifacts that enable solution design, development, testing, and implementation.
Supports initiative and solution planning activities by helping to define business objectives, success criteria, scope boundaries, dependencies, and priorities aligned with organizational strategies and outcomes.
Leads business, clinical, and technical working groups to engage with stakeholders for the solicitation, validation, and prioritization of EIV requirements.
Conducts options assessments and gap-fit analysis to inform business decision-making.
Provides subject matter expertise to support the development of the provincial EIV and participates in the evaluation of responses and the selection of a qualified EIV vendor and product.
Supports the product delivery and testing teams and coordinates with vendors and stakeholders to support system and acceptance testing.
Supports site onboarding activities including conducting integration analysis and design, and supporting delivery and organizational change management teams.
Facilitates gap-fit and solution alignment sessions with vendors, clinical stakeholders, and technical teams.
Documents standardized provincial data access and contribution workflows for medical imaging.
Requirements:
Bachelor’s or Master’s degree in a health informatics–related discipline, or an equivalent combination of education and demonstrated experience in health information systems, clinical informatics, or diagnostic/medical imaging solutions.
Minimum 5 years’ experience providing business analysis for health I&IT initiatives, information systems, including requirements elicitation, analysis, and documentation.
Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions.
Experience developing solution architectures or designs and architecture roadmaps.
Demonstrated subject matter expertise in medical imaging technology and clinical workflows across “ologies” (e.g. Radiology, Cardiology, Digital Pathology, etc.).
Working knowledge of Clinical Viewers and specialized Medical Imaging Viewers.
Advanced knowledge of clinical and medical imaging systems used in medical imaging environments (e.g. HIS, RIS, EMR, PACS, VNA, CDR, Image Broker, Integration Engine).
Experience working with and/or knowledge of key health informatics standards and interoperability profiles used in medical imaging: HL7v2, FHIR®, DICOM, and IHE.
Experience working in the public/private sector, preferably in a health care setting.
Experience with and knowledge of Project Management concepts (e.g. project goals, risk, scope, participant roles, planning and quality management).
Excellent Communication skills both verbal and written, and strong stakeholder engagement skills.
Must-Haves:
