About the job:
Based in Brussels, Belgium you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join The Office of the Chief of Acquisition (COA) which provides the full range of acquisition expertise and activities that support the planning, implementation and maintenance of the required capability to support the Agency’s strategic goals and missions.
We are looking for a driven and enthusiastic Principal Contracting Officer who will take on the following roles and responsibilities:
Accountability for a specific portfolio of Acquisition responsibilities (such as one or multiple Business Area(s), transverse acquisition programs or agreements, or specific Strategic Categories across the Agency Business Areas);
Acting as a senior advisor to senior executives, committees and key functions with regards to the application of Acquisition methods and processes;
Leading procurement processes;
Contract management, administration and review;
Effectively leading a team of Contracting Officers and Contracting Assistants, managing their performance.

About you:
The valuable knowledge and experience that you bring to this role are:
A Master’s degree in a related discipline (Business, Law or Public Administration) with 5 years post related experience or a Bachelor’s degree in a related discipline with 8 years post related experience;
Extensive experience in leading and optimizing complex Acquisition, Procurement and Contractual matters, acquired preferably in large International Institutions (such as NATO, UN, EU, National MoD (s) etc…) at a significant level of responsibility (e.g., Contracts Manager, Procuring Contracting Officer) performing both pre-award and post-award contracting functions for high value contracts for complex systems level acquisitions;
Experience in acquisition of AI, cloud, cybersecurity or other IT technologies and services;
Thorough understanding of competitive and sole source contracting procedures, source selection procedures, negotiation skills, cost and price analysis techniques, contract law, contract administration and business practices;
Excellent communication, negotiation, leadership and organizational skills with proven ability to handle high amount of complexity;
Fluency in English, both written and spoken.
