Job Specifications
About the role
At Hillingdon Council, we’re not simply updating job titles — we are fundamentally reshaping how we deliver housing services. We’ve worked incredibly hard to secure our C2 grading, a milestone that reflects the progress and determination of our teams. But C2 is not our destination. C1 is the standard our residents deserve, and we are determined to get there.
We won’t achieve that by doing what we’ve always done. We’ll achieve it by becoming people‑driven, not process‑driven. We’ll achieve it by working with our residents, not simply for them.
That’s why we are appointing a Housing Project Delivery Manager who can drive meaningful, resident‑centred change. Someone who sees beyond compliance to the lived experience of our tenants. Someone who can take complex regulatory, improvement and transformation workstreams and turn them into outcomes that genuinely matter.
The role
As Housing Project Delivery Manager, you will lead the delivery, coordination and monitoring of key housing projects, service reviews and peer‑review activity linked to the Regulator for Social Housing within our RSH Service Improvement Programme called ‘Your Home, Your Service, Our Future’. You will ensure teams are prepared and confident for inspections, build high‑quality project plans, produce strong business cases and diagnostic reports, and champion improvement across the entire Landlord Service.
You’ll work collaboratively across Housing, Finance, HR, IT, Transformation, Business Intelligence, Legal and other enabling services, ensuring all projects are well‑designed, well‑run and focused on resident benefit. You will turn insight into opportunity, challenge established ways of working, and help shape the future of our housing service.
This is a fixed term position for 2 years, alternatively, if you are an internal employee this role can be offered as a secondment.
What You’ll Be Doing
Leading discovery, diagnostics and service reviews, analysing data to understand opportunities for improvement.
Designing, planning and monitoring complex housing projects across all phases of delivery.
Leading the creation of costed business cases, Cabinet Member briefings and governance documentation.
Ensuring project outcomes align with the Regulator for Social Housing Consumer Standards and demonstrate real, measurable impact.
Bringing together multi‑disciplinary project teams, influencing senior stakeholders, and coordinating activity across departments.
Supporting implementation, evaluating impact, and embedding continuous improvement.
Acting as a “critical friend” to senior managers — identifying gaps, risks and opportunities for improvement.
Advocating for innovation, exploring new delivery models, and keeping resident needs at the heart of everything we do.
About You
You are resident‑focused, analytical, collaborative, a confident communicator and ambitious for improvement. You are resilient, adaptable and skilled in project delivery, able to see beyond processes to the impact on people.
