**Job Title:** Head of Capital Delivery
**Role Summary:**
Lead the delivery of complex, high‑value capital programmes exceeding £50 m, ensuring projects are completed on time, within budget, and to required quality standards. Drive strategic alignment with council objectives, manage multidisciplinary teams, and oversee all phases of capital project life cycles.
**Expectations:**
- Deliver capital projects on schedule and within cost constraints.
- Maintain high standards of quality, safety, and regulatory compliance.
- Provide strategic direction and leadership to cross‑functional teams.
- Engage effectively with stakeholders, including council committees, contractors, and external partners.
- Deliver measurable performance outcomes and continuous improvement.
**Key Responsibilities:**
- Lead and mentor the Capital Delivery team across planning, design, procurement, and construction.
- Own the portfolio of capital projects, prioritising work against strategic objectives and risk appetite.
- Develop and maintain capital plans, budgets, and financial forecasts.
- Secure and manage contracts, ensuring value for money and adherence to procurement policies.
- Monitor project performance against KPI, driving corrective actions when necessary.
- Conduct risk assessments, mitigation planning, and issue resolution.
- Provide regular status updates to senior council leaders and relevant committees.
- Ensure compliance with health & safety, environmental, and statutory regulations.
- Champion best practices in project management, sustainability, and innovation.

- Proven leadership and team‑building skills.
- Expert project management across full life cycle of large infrastructure/asset projects.
- Strong financial management and budgeting expertise.
- Excellent stakeholder engagement and communication abilities.
- Advanced risk management and problem‑solving skills.
- Knowledge of procurement processes, contract law, and public‑sector procurement frameworks.
- Familiarity with asset management, sustainability, and climate‑adaptation strategies.
- Proficiency in project management tools (e.g., MS Project, Primavera, SharePoint).
**Required Education & Certifications:**
- Bachelor’s degree in Construction Management, Engineering, Architecture, Finance, or a related discipline (Master’s preferred).
- Professional certification such as PMP, Prince2 Practitioner, or equivalent.
- Experience in public‑sector capital delivery or large‑scale construction projects is essential.
