Job Specifications

A confidential state agency is seeking a Business Analyst – Project Lead to support modernization and migration initiatives across its Finance, Administrative, and Human Resources systems. The selected candidate will play a key role in aligning business processes with technical solutions, ensuring compliance, and optimizing operational workflows using SAP ECC (SCEIS) and related systems.

This position bridges business needs with IT capabilities and is ideal for professionals experienced in HRIS systems, business process improvement, and data-driven decision-making.

Key Responsibilities:

System Analysis & Support

Analyze and document current financial, HR, and administrative system processes to identify improvement opportunities.
Recommend and implement system enhancements using SAP ECC functionalities.
Maintain and update system documentation, workflows, and configuration standards.
Assist in validating system functionality and ensuring alignment with technical requirements.

Testing & Implementation

Participate in system upgrades, patches, and enhancement projects.
Conduct unit testing, integration testing, and UAT for new system features and process changes.
Support deployment activities to ensure smooth implementation with minimal business disruption.

Training & Documentation

Create and maintain detailed documentation, including user guides, SOPs, and technical references.
Develop and deliver training sessions for HR and Finance teams.

Reporting & Data Integrity

Generate and analyze reports to support audits, compliance checks, and business reviews.
Utilize Excel, Power BI, or SAP reporting tools to develop dashboards and visualizations.
Ensure data quality and consistency across HR and administrative platforms.

Process Improvement & Optimization

Conduct gap analyses between current and desired process states.
Collaborate with HR, Finance, and IT teams to streamline workflows and enhance automation.
Support compliance with HIPAA, FLSA, NIST 800-53, FISMA, and related data privacy standards.

Project Management & Collaboration

Develop and maintain project plans, schedules, and progress reports.
Facilitate stakeholder meetings and ensure consistent communication throughout the project lifecycle.
Monitor deliverables, manage risks, and assist teams in resolving blockers.

Required Skills:

Strong ability to analyze and document business and system processes.
Experience working with HRIS or SAP systems.
Knowledge of state HR/payroll practices and data privacy compliance frameworks (HIPAA, FLSA).
Advanced skills in Excel, Power BI, and reporting/dashboard creation.
Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Visio) and collaboration tools (SharePoint, Teams).
Excellent written and verbal communication skills, including the ability to create clear and concise technical documentation.

Preferred Skills:

Experience with SAP SuccessFactors or similar HR cloud platforms.
Familiarity with IT security frameworks and best practices.
Background in project management and systems implementation.

Education:

Bachelor’s or Master’s degree in Information Systems, Business Administration, or related field, or equivalent work experience.
