The EIB, the European Union's bank, is seeking to recruit for its Human Resources Directorate (HR), at its headquarters in Luxembourg, a Deputy Director General - Human Resources *.

This is a full-time position at grade 8/9.

The successful candidate will be offered a definitive duration contract (CDD) of 5 years which may be renewed or converted in accordance with applicable policies and rules.

Purpose

You will support the Director General in leading the HR Directorate and developing an overall strategy for HR, with direct responsibility for several strategic and operational units/divisions. You will contribute to shaping a modern, inclusive, and efficient HR function aligned with the Bank’s culture and strategy, in a context of high pace of change with focus on digitalization and efficiency increase.

The European Investment Bank (EIB) Group is the financial arm of the European Union, comprising the EIB and the European Investment Fund (EIF). The Human Resources Directorate at the EIB underpins this mission by fostering a dynamic, inclusive, and high-performing workforce. HR is responsible for strategy, governance, and services covering recruitment, compensation, benefits, talent development, and employee relations. Acting as a business partner, it drives initiatives on diversity, equity, and inclusion, career development, and organisational culture, ensuring alignment with the Bank’s strategic priorities. The HR function also manages statutory obligations such as health insurance and pension schemes (dealing with approximately 15000 dependents), while promoting staff empowerment and well-being through policies and training programmes. With around 180 professionals dedicated to these activities, HR plays a critical role in enabling the EIB to attract, retain, and develop talent that supports its long-term objectives and operational excellence.

As the Deputy Director General - Human Resources, your team will be organised into two main Divisions. The Employee Relations Division, is dedicated to bringing together the legal expertise within the HR Directorate, providing expert advice on effective conflict prevention and management, developing and applying the relevant policies and managing procedures relating to staff matters and contributing to the social dialogue in the Bank. The second division, the Coordination Division comprises two specialised units: the Strategy, Risks and Processes Unit, which manages activities related to risks, process definition, support to Internal Control Framework activities and to internal audits. It also monitors and facilitates activities related to the HR Strategic and Operational roadmaps and where necessary intervenes to support the project management of key HR transformational projects, and the Procurement, Purchasing and Budget Unit, responsible for managing procurement activities, purchasing operations and budgetary control.

Accountabilities

Lead and Manage the Employee Relations Division, and ensuring, in close coordination with Legal Services Directorate, compliance of HR procedures and policies with EU labour law, internal regulations, international standards as well as in alignment with EIF.
Acting as Head of Social Relations and ensuring effective social dialogue with staff representatives and stakeholders.
Lead and Manage the Coordination Division (composed of the Strategy, Risks and Processes Unit and of the Procurement, Purchasing and Budget Unit); ensuring robust governance, risk management, overall compliance and continuous improvement of HR processes as well as strategic alignment with institutional needs. Guarantee the good implementation of internal audit and operational risk recommendations.
Ensure that staff within the remit have the right competencies, objectives and motivation.
