Must Have Oracle Health/Cerner Implementation Experience
The Oracle Health/Cerner Technical Executive Lead/Enterprise Architect serves as the strategic technology leader for large-scale Oracle Health programs, providing enterprise-level architecture oversight, technical governance, and delivery leadership across clinical (Cerner Millennium), revenue cycle (RevElate), and surrounding ecosystems hosted on Oracle Cloud Infrastructure (OCI). This role defines the end-to-end technical vision, ensures alignment with client business objectives, and drives architectural decisions that enable secure, scalable, and interoperable solutions across multiple domains and platforms.
The Enterprise Architect acts as the primary technical authority for integration, infrastructure, and application architecture, partnering with client executives, program leadership, and cross-functional teams to ensure successful outcomes from design through go-live and steady state.
Key Responsibilities
Enterprise Architecture & Strategy
Define and maintain the enterprise architecture blueprint for Oracle Health Millennium + RevElate and integrated ecosystem (clinical, revenue, ancillary, identity, external partners)
Establish architecture principles, standards, and governance frameworks for interoperability, security, and performance
Drive cloud adoption strategy and OCI architecture alignment, including networking, identity, and compliance requirements
Ensure architectural decisions support business continuity, scalability, and regulatory compliance (HIPAA, HITRUST, etc.)
Technical Leadership & Governance
Chair architecture review boards and oversee design governance across all technical workstreams
Provide executive-level guidance on integration patterns (HL7 v2, FHIR, APIs), infrastructure design, and application interoperability
Serve as escalation point for complex technical issues and risk mitigation strategies
Program Oversight & Delivery Enablement
Partner with program leadership to align technical roadmap with business objectives and delivery milestones
Oversee environment strategy (DEV → PROD), release management, and technical readiness for cutover/go-live
Ensure robust testing frameworks, performance validation, and operational resilience
Stakeholder Engagement & Advisory
Act as trusted advisor to client CIOs, CTOs, and program executives on technology strategy and architecture decisions
Translate business requirements into actionable technical solutions and communicate trade-offs effectively
Influence vendor and partner alignment (Oracle, interface engine providers, cloud teams)
Innovation & Thought Leadership
Identify emerging technologies and patterns (event-driven architecture, API-first, identity federation) to enhance interoperability and operational efficiency
Contribute to practice development through reusable frameworks, accelerators, and best practices
Required Qualifications
12+ years of healthcare technology leadership experience, including enterprise architecture roles in large-scale EHR programs
Deep expertise in Oracle Health (Cerner Millennium + RevElate) and OCI architecture
Proven ability to define and govern complex integration strategies leveraging HL7 v2, FHIR, APIs, and modern interoperability standards
Strong knowledge of cloud networking, security, and identity management
Demonstrated success in executive stakeholder engagement and program-level governance
Preferred Qualifications
Experience with federal healthcare programs or large multi-entity health systems
Familiarity with revenue cycle transformation and financial system integration
