Job Description – Subcontract Specialist Level 2 or level 3

15 months contract

On-site full time for the first 3 months. Hybrid option 1 day per week remote available thereafter

We only accept candidate has PR or Canadian. This role is for JSS, Polar and MPV, the candidate must be able to obtain Reliability & Controlled Goods Security Clearance.

The Subcontract Specialist III supports the management of engineered equipment and systems throughout the full project lifecycle. This role leads subcontracting activities from bid stage through contract award, including managing the entire bid process, reviewing proposals, forming subcontracts, and handling post-award subcontract administration.

Key Responsibilities

Bid Process Management

Manage bidder prequalification and selection
Prepare and issue RFP packages (commercial content + technical inputs)
Maintain bid process integrity, manage Q&A, and issue addendums as needed
Conduct bid openings and lead clarification meetings
Coordinate technical and commercial evaluations
Support negotiations and prepare award recommendations
Review subcontract terms and recommend special conditions when required
Ensure milestones are met from RFP through Award

Subcontract Administration (Post Award)

Manage changes impacting cost and schedule
Track supplier progress and conduct progress meetings
Approve milestone payments once deliverables are achieved
Administer supplier claims
Prepare and process contract documents and change orders
Expedite deliverables (data and equipment) to ensure on-time delivery

Position Requirements / Skills

Experience in capital project environments
Strong negotiation skills and contract administration expertise
Proven experience managing multi-million-dollar subcontracts for equipment built to specification
Strong ability to track milestones, deliverables, issues, action items, and payments
Excellent communication, presentation, customer service, and stakeholder management skills
Strong multitasking and problem-solving ability
Proficient in Microsoft Office (Word, Excel, PowerPoint)
Strong understanding of procurement processes and governance
Knowledge of materials management, expediting, quality surveillance, and logistics

Education & Experience

Diploma or Bachelor’s degree in Engineering, Business, Science, Finance, or Law
Procurement experience, including large/strategic equipment in project environments
Procurement certification (preferred): PMAC / SCMP / P.Log / APICS CPIM, etc.
