Job Overview

This post is fixed term / secondment for 12 months due to Maternity cover.

We are seeking a highly motivated Business Manager to join the BCUHB Integrated Vaccination Service. This leadership role offers the chance to shape strategic direction, lead complex operations, influence decisions, and drive service modernisation across North Wales.

Working at the heart of vaccination delivery, you will collaborate with senior leaders, clinicians, and operational teams to deliver innovative, patient-focused services. Workforce leadership is central: you will oversee recruitment, retention, compliance, and organisational development while managing projects that shape the future of immunisation.

Reporting to the Deputy Vaccination Programme Director, you will tackle workforce challenges, support strategic planning, and ensure operational excellence. Main duties of the job

Strategic Leadership & Service Management: Lead complex business activities within the Integrated Vaccination Service, aligning with national priorities and local needs. Drive service improvement and modernisation. Support the Deputy Programme Director in delivering objectives.

Workforce Management: Oversee recruitment, onboarding, retention, and compliance with BCUHB policies. Manage workforce planning, establishment control, and HR processes. Foster a positive, inclusive culture.

Project & Task Management: Deliver projects using recognised methodologies, meeting milestones and objectives. Monitor budgets, analyse data, and provide solutions. Lead risk management and governance reporting.

Communication & Stakeholder Engagement: Communicate complex information to senior managers, clinicians, and partners. Influence and negotiate to achieve improvements and organisational change. Represent the service at high-level meetings.

Quality, Governance & Compliance: Ensure adherence to governance, health and safety, and equality standards. Support policy development aligned with Welsh Government and Health Board strategies.

HR / Workforce Development: Line manage staff, ensuring performance and development. Organise HR updates and guidance. Deliver training to support career development and succession planning.

Quallifications and Knowledge

Essential Criteria

Educated to Post Graduate diploma level / equivalent level of work experience and knowledge
Project Management qualification
ILM Management level 4, or equivalent qualification/ level of work experience and knowledge
Understanding the highlight/exception reporting aspects of project management and stage reporting
Ability to produce written reports/ briefings and minutes in a clear concise language
Evidence of continuing personal and professional development
Experience in providing workforce support, providing advice and guidance
Current knowledge of relevant local and national strategies

Desirable criteria

Professional Registration – project management qualification or equivalent level of work experience and knowledge

Significant experience of working in an NHS/social care or voluntary sector setting
Experience of monitoring budget control, contract negotiation, procurement and fina
