This post is Fixed term/Secondment for 18 months to meet the needs of the service.

To lead, develop and implement a Health Board-wide strategy for performance reporting, management and improvement, ensuring that it meets the requirements of the various different levels of the Health Board.
To lead, promote and enable the embedding of a culture of performance management across the Health Board, which is service / locality owned and led, focused on the delivery of the Health Board’s strategy, has a robust accountability framework and well-defined escalation processes in the event of under-performance and/or non-delivery.
Main duties of the job
Provide expert performance advice to all corporate directorates and divisions of the health board.
Provide reports to the Board and relevant Committees on areas where the organisation requires to address activity, performance or quality areas consistent with the contract, which could if not addressed cause reputational damage and lead to the application of financial penalties
Ensure that all aspects of performance are monitored and reported, corrective action is identified and appropriate payment mechanisms are implemented.
To support the performance and capacity elements of the annual contracting process and development of the annual business planning process.
To lead on the development , coordination on the monitoring and reporting of KPIs, providing advice and guidance on any corrective actions needed.
To lead on the development of performance management mechanisms across the whole system , working closely with the Senior Directors to shape the frameworks for accountability within their spheres of influence.
To lead on the production of the Health Board’s operational and strategic plans submitted annually to Welsh Government in relation to the National Outcomes framework requirements.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Detailed Job Description And Main Responsibilities
The Director of Performance will deputise and support the Executive Director of Finance in their role as the Executive Director accountable for the performance of clinical and support services. As such the post holder will therefore provide visible operational leadership to ensure performance management and performance assurance across the Health Board. They will enable the management of patient care delivered to the highest levels of safety and quality, ensuring the efficient use of resources, promoting a culture that is both progressive and inclusive.

Experience
Essential criteria
Significant management and leadership experience at a very senior level in the NHS.
Demonstrate experience of building, maintaining and utilising successful relationships with all staff especially clinicians within complex organisations
Desirable criteria
Experienced in the application of Lean, flow management and whole system improvement work
Knowledge
